After it had been confirmed that the online certification of live birth purportedly belonging to Mr. Obama shows signs of being less than genuine, WorldNetDaily reports that laws regarding exactly how someone’s birth occurred in Hawaii aren’t exactly clear:

The “Certification of Live Birth” posted online and presented by Barack Obama as documentation of his reported Hawaiian birth doesn’t “prove” his birth alone, according to government officials interviewed by WND.

According to State Department officials, such a short-form birth document might be accepted as documentation of a U.S. birth for a passport if it meets certain requirements. Their conclusion is that the law is “complicated.”

And state officials in Hawaii independently told WND that such documents are issued only when certain standards have been met.

But those requirements and standards leave the door open to some circumstances under which the COLB image does not prove what it purports. …

Hawaii state Registrar Dr. Alvin Onaka told WND today that most birth records stem from a hospital report. Documentation for children not born in hospitals depends on other records, such as the pregnant mother’s prenatal exams, the statement of an attending midwife and a verification of the birth of a live child.

Other listings include a “foreign” birth or a “delayed” birth.

“We would not be issuing birth certificates of individuals not born in the state of Hawaii,” he said.

In fact, Hawaiian Health Director Chiyome Fukino previously made a public statement about the controversy:

“I, and Dr. Alvin Onaka have personally seen and verified that the Hawaii State Department of Health has Sen. Obama’s original birth certificate on record in accordance with state policies and procedures,” Fukino’s statement said.

But the statement didn’t reveal what the document contains, nor has any clarification ever been released.

While Onaka documented the need for medical records and statements from a midwife, he did not cite any independent investigative procedures for a report that would be submitted by a midwife. Also, Hawaiian law specifically allows “an adult or the legal parents of a minor child” to apply to the health department and, upon unspecified proof, be given the birth document.

The only requirement for proof cited in the law doesn’t address the birth of the child either, just “that the legal parents of such individual while living without Territory or State of Hawaii had declared the Territory or State of Hawaii as their legal resident for at least one year immediately preceding the birth or adoption of such child.”

According to Jerry Fuller and Mike Persons of the passport services division of the U.S. State Department, a document such as the online COLB could be acceptable to prove U.S. citizenship for the purposes of getting a passport if it contains a certain number of components, such as time and date of birth, location and name.

Fuller also said birth certificates should reveal the location of the child’s birth accurately, but he confirmed there are cases known where that has not happened.

“There are some documents that say things that aren’t true,” Fuller said. “That’s not what’s supposed to happen.” …

But the vagueness of the law has produced different answers at different times.

Robert Klein Engler, who writes at Chronwatch-America.com, said he called the State Department to ask about obtaining a U.S. passport with only a “Certification of Live Birth.”

“I was told flat out, ‘No!’” he told WND.

In fact, WND got the same response from the State Department’s passport division consumer affairs line, contradicting Fuller and Persons.

Engler wrote, “‘Birthers’ are those who believe that the absence of solid proof about where Obama was born leaves many with reasonable doubts. … Even though White House Press Secretary Robert Gibbs won’t admit it, I bet he suspects as others in the current regime also do, that Barack Obama was born in Kenya and is not a natural born U.S. citizen.” …

“Valid documentation of Mr. Obama’s birth is important because it is a constitutional issue. The argument that gives rise to this reasonable doubt runs something like this: The U. S. Constitution sets out qualifications to be president. One of the qualifications is that the candidate must be a ‘natural born’ citizen,” Engler wrote.

“Given this constitutional requirement, what evidence is there to prove someone is a natural born citizen? The most obvious evidence is a birth certificate that shows a person born to U. S. citizens and also born in the United States. This is the traditional proof of blood and soil,” he continued. “Is there conclusive proof that Obama fulfills the blood and soil requirements to be a ‘natural born’ U. S. citizen? The answer is, ‘NO.’ What evidence there is about his citizenship, is ambiguous evidence.” …

“There is also no conclusive proof that Mr. Obama was born on U. S. soil. He may have been born in Kenya and may at one time have been a dual citizen of both the United States and Kenya,” Engler wrote.

And since Mr. Obama will not allow anyone to see his background documentation (see link below) — including evidence of his work while at Harvard — WorldNetDaily asks the ever-so-controversial question, “Did radical Muslims help send Obama to Harvard?“:

In an appearance on the New York-produced “Inside City Hall” television show, octogenarian Harlem lawyer Percy Sutton – whose clients included Malcolm X – explained that Islamic radical Khalid Abdullah Tariq al-Mansour, “one of the world’s wealthiest men,” asked him to write a letter of recommendation to Harvard Law School for then relatively unknown Barack Obama.

In the video, Sutton says he was introduced to Obama by al-Mansour, a Saudi citizen, who “was then raising money” for Obama.

Sutton described al-Mansour as being from Texas, saying al-Mansour was the “principal adviser to one of the world’s richest men,” most likely Saudi Prince Alwaleed bin Talal. …

Sutton says al-Mansour told him about Obama, saying in a letter, “There’s a young man that has applied to Harvard. I know that you have a few friends left there because you used to go up there to speak. Would you please write a letter in support of him?”

On air, Sutton confirmed he did write the letter, telling his friends at Harvard, “I thought there was going to be a genius that was going to be available and I certainly hoped they would treat him kindly.”

During the 2008 presidential campaign, Ben Smith of Politico reported the Obama campaign’s flat denial of Sutton’s story.

Smith was not able to get in touch with Sutton, whose advanced age had raised questions whether his memory of writing a letter of recommendation for Obama was confused.

Smith did reach al-Mansour, who confirmed Sutton was “a dear friend, his health is not good” and said he’s sure Sutton wrote a letter for someone else, “and he got it confused.”

Yesterday, WND e-mailed a request to Obama spokesman Tommy Vietor, asking that the White House release Obama’s law school records to resolve the issue.

During the 2008 presidential campaign, Vietor was a frequent spokesman for the Obama campaign’s “Fight the Smears” website, which has been removed from the Internet.

WND received no response from Vietor or from the White House press office, which was copied on the e-mail.

Investigative journalist Jack Cashill has reported in WND that al-Mansour serves on the board of, among others, Saudi African Bank and was responsible for the Africa investment activities of Kingdom Holdings, Saudi Prince Al-Waleed bin Talal’s investment company.

Cashill also noted that al-Mansour is a frequent lecturer at Harvard.

Before he abandoned his “slave name,” al-Mansour was known as Don Warden, an African-American radical who founded the Afro-American Association in the Bay Area and was instrumental in creating the Black Panthers.

The University of California Berkeley Library’s Social Activism Sound Recording Project identifies Warden as being the “mentor” of Black Panther co-founder Huey Newton.

The back cover of al-Mansour’s 1982 book “The Destruction of Western Civilization as Seen Through Islam, Christianity and Judaism” specifies al-Mansour received a degree from Harvard, where he majored in philosophy and logic, and a law degree from the University of California at Berkeley.

In a picture caption in the book, al-Mansour supports a key thesis of Black Liberation Theology, that the historical Jesus Christ was not Caucasian.

“When one looks at the descendents of the original Hebrews, it is impossible to believe that Jesus, Mary, Moses, Abraham, Solomon were white, with blue eyes and blond hair,” he writes.

James H. Cone, one of the chief proponents of Black Liberation Theology, wrote in his essay “Black Theology as Liberation Theology” that, “In the place of white Jesus, we insist that ‘Jesus Christ is black, baby!’”

For 20 years, Obama was a member of Rev. Jeremiah Wright’s Trinity United Church of Christ in Chicago, which openly professed Black Liberation Theology.

WND e-mailed Politico’s Smith requesting comment on this article but received no response by publication deadline.

Rep. Bill Posey (R-FL), the Congressman who recently introduced HR1503 amending the FEC to require candidates for the presidency to provide a copy of their birth certificate as well as other documentation to substantiate their eligibility, has not only garnered a number of co-sponsors (latest count is 9) but is also attracting financial support from House GOP leadership (h/t TalkingPointsMemo):

The latest FEC filings show that Rep. Bill Posey (R-FL), the author and main sponsor of the infamous “Birther Bill” in the House to require Presidential candidates to submit proof of citizenship, is receiving financial support from some prominent people — namely, the House GOP leadership, in their regular donations to GOP incumbents.

Minority Leader John Boehner’s PAC, the Freedom Project, donated $5,000 to Posey’s campaign in June. Minority Whip Eric Cantor’s ERICPAC gave $7,500.

On the one hand, there’s nothing unusual about the leadership giving money to an incumbent. On the other hand, not every incumbent has refused to say for surethat President Obama is a U.S. citizen [emphases original]

On the citizen grand jury front, Bob Campbell, editor at AmericanGrandJury.org, recently reported that things continue to move forward for these 5th Amendment common law groupings:

We can tell you these government officials don’t like our Presentments. We have had them throw the the document in the garbage, say they don’t understand, tell us they need to go on vacation before addressing such issues, ask us to visit them in their hallowed offices to explain they are sorry, call the FBI, tell the Secret Service, hide in a corner, act like we just slapped their best friend, squirm, lie, cheat and generally defend everything about the corruption, greed and life style that supports the biggest con game in the history of the United States.

We actually had one Judge tell us our Presentments were unconstitutional. Imagine that! It is a wonder this guy could sit behind his oak stained bench and not have the people in his courtroom bust out laughing.

Important Announcements for American Grand Jury:

The American Grand Jury of July 8th concluded and voted this past week. The 38 members voted unanimously to hand down the charges against Barack Obama. This makes 10 Grand Juries in less than 3 months, plus the Super Jury that have convened and taken care of business.

This week will see the convening of a Grand Jury with over 70 members. Starting on Wednesday we will open the jury room doors. The members will start viewing the evidence, taking the surveys and deliberating the charges. By Monday or Tuesday of next week will have a decision on the Presentments.

In the planning stage is the “13 Colonies Super Jury.” This jury will be comprised of members from every original State that founded America. We expect this Jury to be formed within the next 3 to 4 weeks.

Soon we will have a “Sun States Grand Jury.” This puts AZ, CO, NM, and NV together on the same team. [emphases original]

Carl Swensson, foreman for the Georgia citizen grand jury, similarly reports that a number of individuals are going back to Washington, D.C. starting on August 3.

In interesting news regarding the Secret Service, LiveLeak.com reported yesterday that a top agent protecting the President got fired:

A Secret Service Agent, responsible for protecting President Obama, was fired today under questionable reasons, according to top aides. The Agent was reportedly tired of overhearing personal gripes by the Obama Family about certain demograhics in the United States. The Agent, who has not been identified as of today, brought his concerns staright to the President Obama, who later had him removed from his current assignment. More to come as story unfolds.

Speaking of the Secret Service, retired Commander Walter Fitzpatrick reports that he had another bizarre experience with the federal agency:

A phone call came to this home just days after my arrival on 11 June 2009. Joesph took the call. The caller asked for “Walter Fitzpatrick,” representing himself to be with a company with “Allied” in its title.

Joe unsuccessfully pressed the caller for identification. Joe dialed toned the guy.

At the time there were only a few people who knew I was here. Of that small group, fewer still know the phone number used to call in mid-June.

I have no connections to any company with the word “Allied” in it’s title.

The call remained mysterious until this past Thursday, 16 July.

Joe and I happened to engage in an over the backyard fence neighborly conversation with the man who lives next door--a retired federal employee. Secret Service Agent Christopher Blake’s phone call here came up in our three-way discussion.

Blake called here last Monday, 13 July.

The neighbor went inside.

I was still outside when the neighbor came back out--maybe thirty minutes later--and called to me.

The neighbor told me he’d been discomfited by a metallic gun smoke silver sedan that pulled up in front of here maybe two to three weeks ago. A man and woman exited the vehicle and loitered for half an hour or so. It’s not known how thoroughly they surveilledthe property before leaving.

This is a very quiet and close community. We’resituated on a dead-end street. Unknown vehicles are noticed. Out of the ordinary occurrences are noticed.

The mysterious car and occupants nagged the neighbor’s thoughts until learning about our contact with the Secret Service.

So, Joe and I called Maryland’s Frederick County Sheriff Chuck Jenkins to report the Secret Service fortheir criminal tracking of a law-abiding citizens. (Note: Camp David is in Maryland’s Frederick County)

Patrol Sergeant Dina Blundell responded at about 1400 hours on Thursday (16 July). The March 19 first contact, the stranger’s mysterious phone from “Allied,” the strangers in the strange silver sedancanvassing this area, and Chris Blake’s call here: FOUR DISCRETE SECRET SERVICE EPISODES!

I’m being tracked. Now I and my brother are being harassed.
